The 2016 statutory General Assembly of the International Network of Basin Organizations took place in Merida in Mexico from 1^st to 4^th June 2016, at the invitation of the Mexican Secretariat of Environment and Natural Resources (SEMARNAT), the National Water Commission (CONAGUA), the Mexican Basin Councils and the North American Network of Basin Organizations (NANBO).

The Assembly gathered 509 registered delegates, representing the Member Organizations, water administrations or observers from 49 Countries, as well as the representatives of several interested bi or multilateral organizations and International Commissions or Authorities of transboundary basins.
